Professor, Department of Philosophy, University of the Philippines in Diliman, Quezon City, he chairs the Philippine Health Research Ethics Board. He has also served on the National Ethics Committee and the National Transplant Ethics Committee. A former Editor-in-Chief of the Asian Bioethics Review, he has published internationally on biomedical ethics. He was primarily responsible for the establishment of the Bioethics Program at the University of the Philippines with the support of a grant from the Fogarty International Center for which he was Principal Investigator.  He was Senior Research Fellow at the Center for Biomedical Ethics, National University of Singapore. He has been President of the Asian Bioethics Association, Vice Chair of the UNESCO International Bioethics Committee, and a Bioethics Consultant to the United Nations, the World Health Organization, the European Union and the European Commission. He has been privileged to give keynote speeches on human reproductive cloning before the United Nations and on bioethics at the UNESCO Roundtable of Ministers of Science.
